I don't believe either to be the better person. I don't believe God would think either to be the better person becuase scripture says to honor your father and mother and the first brother isn't honoring his dad very well if he doesn't help take care of him. The second brother has the loose morals. So their equal I would think. But that's just my thoughts. God is the one to judge for sure. And in all honesty, in the world's eye, the second brother would probably be the better person becuase he's taking care of his parent while the "supposed" religious person doesn't show any love nor compassion.

Who is the better person in God's eyes? Not for me to judge.
Who is the better person in the worlds eyes? Depends on each individuals world view.
However the original question. I will take you question at face value and not play the not enough information game.
The second brother I would not judge at all. We are not to judge those who are not in the body of Messiah. His life style has nothing to do with me.
The first brother we will assume that he has the ability to help taking your question at face value if I were aware of the situation I would go to my brother after much prayer and self examination to make sure I'm not guilty of the same sin and lovingly remind him that he is to honor his parent.
We are to judge those who are in the body of messiah. We are not to condemn them however. We have many instructions to bear one another burdens and to gently nudge them back onto the right path when they have strayed.
If christians take the judge not lest you be judged out of the context of the rest of the scripture they remove that ability to judge between Adolf Hitler and mother Teresa.
Context, context, context The whole of scripture, the full text of your verse your trying to interpret and the historical society, culture of the verse.

In God's as well as world's eye the second one is the better person. Looking after & caring parents, specially in their old age, is one of the best sign of humanity and such act, in due cource may divert to gain morality.

I couldnt care for my sick dying father and my sister could
but I had family and a sick husband at the time
was I wrong ?
we cant judge this sorry , there may be a million reasons why someone cant care for someone
however , I do see what you are saying
and I dont think religion matters in Gods eyes

Well in God's eyes, no one is better for no one is good, and no one is righteous (Romans 3:10)
But God would want that faithful husband to take care of his dying father.

I can't speak for God. But the Bible does not make one better than the other.
The world would applaud the second individual, because what they do morally in their own time is "their business." And taking care of their father would elevate them to near sainthood if they got enough publicity.

The first brother is religious but not performing his duties to the world. God will not like him. He could easily care for his father while keeping himself attached to religion (God).
The second brother who is having attachments to loose morals and not to God, is worse because this duty to his father is another form of worldly attachment only.
Both are bad, but the second brother is worse.

How are we supposed to judge just from that info? The second brother might have the finances to care for his father, while the first one may not.
You can't just come to conclusions when you have no idea what else is going on with that story.

There would need to be a lot more information, Why doesn't he help care for his father? Is he truly too busy working and taking car of his wife and maybe kids? or does he just not care about his father?
Why is the other caring for his father? is it for selfish gain or because he loves him?
