Damn these people are all sucjh experts! An AK 47 is not a sniper weapon. It's an assault rifle. Big difference.
To say what's best is hard. It depends on the range, weather, what target you need to hit etc. If you need to take out someone a mile away or you need to take out some type of equipment (ie an engine block),you need a bigger hi powered weapon ie a .50 cal Barrets. For personnel at 800 meters or so, a 7.62 mm weapon should do it.
Sniper rifles are a whole different breed than an assault rifle.
They are truly finely crafted rifles.

To be honest, it depends on what you mean by "sniper rifle.' If you mean taking out personnel from long distance in a military scenario, I would have to go with the M24. The M24 has a 24" (609mm) stainless-steel barrel, with a bore specially cut for the M118 7.62mm NATO Match Grade ammunition. The barrel was rifled with a special Remington- developed rifling, called 5R. It has five lands and grooves that make one turn in 11 1/4" (286mm), and the edges of the lands were sligthly rounded to reduce friction. The buttplate is ajustable to accomodate shooters. The Leupold-Stewens M3 Ultra telescopic sight is a fixed 10X scope and has range-finding reticle and built-in compensator for bullet drop. It was designed around the idea of "one shot, on kill' at 800 meters.
The larger caliber M95 made by Barret to fire a .50 Cal round has a much greater range, 1800 meters. In 1999 the M95 won the US Army competition .50 caliber sniper rifle, and was subsequently bought by US Army in small number for further research and testing. The Barrett website also says that M95 rifle is used for military and law enforcement applications in at least 15 other countries. The M95 primary application are anti-materiel and counter-sniper operations and explosive ordnance disposal.

The M-40 used by the US forces is a very nice rifle. It is a derivative of the Remington Model 700 rifles. For a semi-auto, the Heckler & Koch PSG1 is a very nice piece of weaponry, nearly as accurate as the M-40 but with the flexibility of being magazine fed.
Don't listen to the brainchild above with the AK-47 response. The AKs are very nice, reliable assault weapons but accuracy is their weak point. Russia does make very good sniper rifles, but they are hard to get here.

In the right hands any rifle can be a 'sniper rifle'. I used to sell guns for a living and people would always come in and ask, "Which is the most accurate gun in here?" to which I would respond "Every one will hit exactly what you aim at." The ones who were quick enough to get the point would ask the right questions and get the 'best' gun for their purpose and money. I directed the morons to the most expensive shoulder breaking, eardrum puncturing cannon in the store!

the best sniper rifle is the Barret .50 caliber sniping rifle. it can hit target at one MILE. there have even been confirmed reports of targets being taken out at over a mile and a half. this rifle can really reach out and touch someone.
