yes. i had a combo dresser/changing table and it had no rails. measure the dresser and get a changing pad or a piece of foam and cover it, use Velcro to stick it to the dresser or what i did i put a strap on the back of foam and screwed it to the back of dresser, this will keep pad from moving around and a accident happen. remember to never leave baby attended, safety first.

I always used a changing table and when they were out of diapers, had to get a dresser. Now I have a waist high dresser with 6 drawers that I put a small folded quilt on. It works great. I have a shelf up above that I put diapers, wipes, shoes, etc on. all within easy reach. I know it has no "edge" on it. But do you know how easy they can roll over that edge on a changing table. and I don't need to change dressers when he's out of diapers. And whether it be a changing table or dresser, one wouldn't leave a child unattended anyways. I never heard any laws on using changing tables or dressers.

Yes you can. Even with a rail you should never leave a baby unattended on the changing table. You can buy the pad that goes on the changing table separately. I have known lots of people who used the dresser as the changing table.

Yes, the dresser, the floor the bed, the couch whatever was closest lol. I actually prefer the dresser because it has more room and is the perfect height. Just put down a cloth or travel change pad and you should be fine.

yeah, i even used the living room table, or the couch, i hardly ever picked everything up and ran to the changing table once i had my lil girl. i think a dresser is a lot better to have anyways, cuz babies often get SSSOOOOOO many clothes that changing tables don't have enough room in them. Depending on your space at home, if you needed to choose, I'd go with the dresser.

I got my changing table as a hand-me-down but the previous owner had put contact paper on it, the same sticky paper that you line kitchen shelves/etc with. It seems to work pretty good AND it made it look pretty cute. Some baby blue lining would be adorable.

Yes you can. You can purchase a concave pad specific for this purpose at any of the major retail chains. They sell terry-cloth pads that go over the pad. I would suggest you purchase 2 of the pads in case one gets soiled (you can rest assured you will need it). Good luck.

LOL @ "rale"........no, you can only use a changing table. It's against the law to change your baby on anything else.
