Since the US backed out of the ABM treaty, the Russians obviously want to maintain thier deterent force by claiming that the new ABMs won't work on it. Otherwise, in theory, the US could launch a pre-emptive strike against them, using ABMs to stop any retaliatory strike.

The US, of course, has never had any interest in launching such a strike, and is developing ABMs to deal with threats from emerging 'rogue' powers, like North Korea or Iran, not to defeat the Russian deterent force.

Whether the Russians really have such weapons is a moot point - they won't be attacked, so the weapons will never need to be tested against US ABMs. The Soviet Union, BTW, had an excellent record when it came to convincing western intelligence that it was in possession of more and more sophisticated weapons than it really had. Whether the Russians are building on that tradition, or really do have more sophisticated weapons, the deterent effect should hold.

The same game Bush is playing.
It wasn't them who broke and quit the ABM treaty
for no particular reason. And as far as I know it's
not them either who is trying to install that system
right out of their front door. How exactly did you
think they would react to that?

Remember how the U.S. last reacted when the
Russians tried to pull such a stunt in Cuba?

Don’t worry , be happy. They really have a new submarine based ICBM called “Bulava”. But it very fresh and have a big problems with reliability. Also they have a mobile ICBM “Topol-M”. Its much more reliable weapon. But as for me Russians wont launce they missiles, they are not so mad.
