Once all the meat is removed, and insects are the best way. Leave it in the sun for a couple of months, rotating it every few days to get a good uniform color.

I put them on an ants nest to get them to clean it off for a few weeks, they usually clean it right up, then if you leave it in the sun it further gets bleached by the sun.

Soak them in bleach for a day. If you live somewhere with bright sunlight, let them set in the sun for a few days after you have soaked them and it will whiten them up even more

you're not going to like this.. but...boil em, then put em in a vat of maggots for a couple days n let em get picked clean.
Then take em out, lay em in the sun for about three days, soak it for a day in a water/bleach solution, lay em in the sun for another 3 days, and you're good to go.
basicly, the same as a human skull.
