Hey sillyrabbit_trixR4kids,
As phonologists like to say, "a person without an accent would be like a place without a climate." Accents are the result of exposure to different cultural and ethnic linguistic groups geographically and/or socially distant from each other. When people are isolated, stresses and peculiarities start to develop.
The stresses and peculiarities of a somewhat close group start spreading to each member and new member.

Accents are caused by the early training we get -- the sounds we learn to make before we reach puberty. However, with work, accents can be reduced greatly and sometimes even erased. Search the web for "accent reduction class" if you're interested.
As a bilingual person, I have accepted that I have an English accent in my second language -- I'm not trying to fool anyone that I grew up speaking Spanish. However, I do work to keep that accent from interfering with communication. (FYI, when I was studying German my instructor told me I spoke with a Spanish accent!)

It can. It just takes a while in some cases, depending on who taught the speaker the language, how long they have been immersed in another accent, and whether their homelife is still with people of the original or new accent.

It's the the way they use their tongue in their original language. If they change the use of their tongue they change their accent. why don't you try.
