For a man, definitely a dark colored suit. In some locations, it is expected that evening events are black-tie (that means wear a tuxedo; I'm not trying to insult you, but you can't assume people know anything on yahoo! answers). this is when i would employ my little strappy black dress, but if you feel that is too winter-y, then opt for a little strappy dress in a floral or summery color.

i have been seeing some VERY cute cocktail dresses in the department stores recently.
i have a white midlength one with a large black floral pattern on it and i add a hot pink thin ribbon as a belt and it adds that small splash of color.
