When I do push ups, I can't feel hardly any strain on my pectoral muscles...are you supposed to be able to or am I doing them incorrectly? Most of the strain I feel is in my arms.

...I don't want to be doing all this work for nothing.

Even though my breasts aren't saggy, I would still like to lift them to create a little more cleavage. For any females out there that have attempted this, how long was it before any noticeable difference and what was your routine?

Okay. I used to do three sets of 25 push-ups 5x/week. I saw results within two weeks. I was doing man-type push-ups on one foot.
If your form is correct, you should feel it everywhere. To target your pecs, use a wider arm stance. That works your chest really well. If you want to isolate the movement and work on your triceps, bring your arms in close together.
I hope that helps! You'll be buff in no time, sister. Just stick with it!

Sorry, not a girl, but a former Marine Corps fitness and nutrition counselor. I've included a link below that demonstrates the proper form for the push-up and an alternate exercise for pecs as well. I also linked to one of the best exercise web sites out there.

Good job. Keep up the good work. The results will come along in time. Make this about being fit instead of focusing on external looks.
