at that age it's what you eat, if you want to lose some lbs' no fast food, no soda, limit snacks, or change what you have for a snack, instead of a candy bar, have an orange. Eat 4 to 5 small meals.
Make sure to exercise, join a sports team at school, go walking or running during the summer, swimming too.
Eat, don't starve yourself that's just pointless, you loose muscles and muscles are what burns off fat.
The major thing is you can't get frustrated if you don't see results, odds are you'll build muscles first before you see the lbs fall off, don't even look at the scale for the first month, instead use a tape measure around your body, belly, bust, arms thighs, and neck, those measure once a week and keep track, don't worry if they go up or down for about the first month, but after 6 to 8 weeks you'll see the belly and neck shrink if you stay active.

First of all Jess is right...drink water. Secondly start to exercise....20 minutes of "brisk" walking every day is a good start. Eat 3 meals a day every day. Eat only healthy snacks (fruit, veggies or "trail mix")and only IF you are hungry. And for heavens sake get involved in something...don't just sit around watching TV. (I joined a local amateur theatre group...what a blast!!)
Getting healthy is a lifestyle change...it is difficult but it can be done. 1 year ago I weighed 200 lbs after doing what I have just suggested to you, I lost 35 lbs in 4 months. Try it. I STILL only drink water to this day and have not gained back any of the weight!

Oh wow umm...
You should start by having her only drink water, then start makin her stop eating sweets and stuff liek that, then have her start eating more vegtables like with dinner or before dinner is done make her eat a nice salad with some ranch (fat free of course) or even for dinner a nice salad with some grilled chicken breasts that would be good. That sounds good right about now anyways. That have her start taking long walks like at night or in the morning, or put her on weight watchers or get liposuction...

I agree with Jess, cut out soda, that's a big issue with younger people who are overweight.
You could also try NutriSystem since the foods are premade and don't require much assembly or cooking by the 13 year old. I saw that http://www.diet.com/ has a promo going for $100 cash if you try the program and it's cheap to begin with.

find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried, oily.
ofcourse you can spoil yourself once in a while with a little treat:)

start slow the first thing you should do is eliminate soda, fruit juice, and sports drinks. try to drink only water and after you tackle that try something else bad for you like bacon or something only one thing at a time so you don't get discouraged

you may want to consider weight watchers. the 13yr old may will need a parent to go with them and get permission from their doctor but i think considering their weight that wouldnt be a problem.
