It looks like a condition called blepharitis which is an infection of the eye lids that can be associated with conjunctivitis. It can be staphylococcal or seborrheic. The last one is normally inherited and since your mom seems to have developed the simptoms lately, i would say it's the staphylococcal infection. The treatment of the condition requests a very good hygiene of the eye with frequently washing with mild antiseptics like lukewarm chamomile infusion and administration of eye drops with antibiotics and antiinflamatories (cortisone). If untreated the disease can become chronic and leads to the loss of the eyelids and permanent redness of the lids. I strongly advise your mom to go and see at least a primary care physician who would prescribe the topical medicine.

Itching suggests an allergic reaction. But, there are approximately 23 relatively common causes of red eye, of which about 8 are a serious threat to vision. If this doesn't resolve soon, get Mom to an ophthalmologist pronto.

Could either be an eye infection or allergies. Though, my eye felt like that not long ago and it was the beginning stages of a sty. She should probably go see a doctor and they'll be able to tell her for sure. Good luck and I hope she feels better!

"Pink eye" will not always make the eye itself red. It can sometimes only affect the eyelids. She needs to go see a doctor ASAP. Until she can get an appointment, try warm compresses to soften the "crustiness" and eyedrops (like Visine Allergy) to ease the itchiness.
