The world would twirl off its axis and the moon would disappear because someone besides the united states helped out monetarily with another countries problems.
The world would end as we know it. (That, or the economy and job market would improve because no illegal immigrants would be illegally crossing the border into my country).

As is already noted Mexico is very corrupt, so the money would no more be used to benefit average Mexicans than it would be if it was sent to one of the needy nations in Africa.
In the last fifty years many billions have been sent to those nations and virtually all of it went into the bank accounts of a very few.
This corruption in those countries continues unchecked, entirely because control and money remain in the hands of so few, which pretty well describes the situation as it exists in Mexico today, despite the outward appearance of democracy,

1. China cannot even fix their own infrastructure. Their economy is based solely on the myth that the US will repay their debt. Without the US "debt" the Chinese economy is similar to Guyana's.
2. They import quite a bit from China. Cheap chinese items have destroyed mexican industry, taking away many of the unskilled factory jobs that existed in Mexico.
3. Mexicans search for the "Made in Mexico" label on items, just like Americans did in the 1970's and 1980's. There is a huge backlash against Chinese imports.

Why would China use Euros? Why would China help Mexico? The Mexicans need the U.S. It's because of us that they even have an economy.

It would be a waste for China. Mexico is horribly corrupt, so the money would mostly go to enriching the few ruling families.
The US, despite various well-publicized flaws, still has something closer to the rule of law.

Mexico is the way it is because all of the money and land is owned by a select few of the top people in the country. Those people are always in control because they rig elections and spend their money in the US.
