Since i cant register it till i have the title in my hand at Town hall..do i just drive it with his plates on the car. Im at a loss here

Have the seller write you a bill of sales and stick it to your rear window until you get it home. Most people remove their plates because if you had a hit and run on your way home, they would be held accountable.

You can drive it without a tag, but if a officer pulls you over just tell him your on the way home from buying the car. He's supposed to just tell you to go registar the car and get a tag as soon as you can.

The best, most quick way, is to have the vehicle towed back to your place, then get the title changed. that's the best way I know how - legally>
