Most libraries have a reading program that includes little ones. They can earn prizes for the time you read to them and there are usually events and activities once or twice a week. Parks can get kinda crowded for really little ones but try driving around the town and going to a park you haven't been to. Maybe you will even find one that is usually mostly empty. Then you can go to busy parks when you want to meet other people and your empty one when you want the kids to run without you having to be right next to them. There is also the YMCA or YWCA, they usually have summer events.
