yes i think my ex husband was one of them and some of my old bosses yes there are lots of people like that....lol

We're all born without a full-functioning brain. Scientists have said that we humans only use 20% of our brains capacity.

You can be born without this and that, but doesn't mean you will survive. Without a 'full functioning' brain, you will be severely disabled, or die within a few seconds of delivery, or even be still-born. Does that answer your query?

Of course, there are many people who are unfortunate to be born with mental illnesses and without a fully functioning brain

Yes but they wouldn't survive for very long outside the womb. The brain controls all our functions.
Having said that, some people have had part of their brains cut away i.e cancer etc. or in accidents where their brain is damaged and still survive, maybe not as a fully functioning person, but alive.

There is research going on as to the effect on a baby being born with the umbilical cord wrapped around their neck. Some research suggest that the lack of oxygen at birth puts them at risk of developing schizophrenia in later life.

Well just read some of the answers to the questions here, in fact, read some of the questions (check out inmyanus) and you can see there are plenty of people without brains.
