Also do you need to obtain planning permission? the garage is joint on to next doors would this make it difficult? there are currently no windows or doors only the garage door itself there is electricity in there tho.

Most all places you will need building permits and such, if you want to do it legal. If you live in a rural area, you might could get away without it, but that's always iffy.

Are you saying the garage is free standing?

This will make it tougher and more expensive. if it was attached to the house, you might be able to extend heat and air vents and make the house system cover it, if it's large enough.

You don't say where you are and if you intend to do the work yourself, part of it or all of it.

Best guess with the information given, starts at about 18k, and goes up from there. a lot depends on choices you make, if the garage is already insulated, local labor costs, difficulty of hooking in to the sewer or septic system. It could go three or four times that. I doubt even whether the electricity in a garage will do for a bedroom, unless it was once wired for lots of equipment or something. If you get fancy with your choices, hell you could spend tons of money on it. Also, how good of shape is the garage currently in? will it need a lot of work to make it safe and stable? too many unknowns to give you a definitive answer...sorry.

We just did the very thing your asking about.First you need to check with your city about the building permit,just call your city hall and they will be able to tell you.We found contractors through a circular thats mailed to us every week.Dont be afraid to call around and get several estimates.We found that in the long run it was better and costed less to have someone else do it.Plus we knew it would be done correctly ( hubby likes to think he's a handyman) I can see turning on a light switch and the garage door opening lol We also had no windows in the garage just the door the contractors boxed in the garage door and made a beautiful bay window.I dont know want city you live in ,but there is also a place called "craigslist"It s a website that is specific to where you live it has lots of things for sale and people who are looking for work ...Good luck in your project!!
