The OPO bond angle should be slightly above 109.5, because of the oxygen that is double bonded to the phosphorous. The other oxygens are singe bonded, meaning there is an imbalance and the double bonded oxygen pushes the other oxygens away from itself, making the average OPO bond 109.5 but most of them slightly higher
