Whats the capability it has since its not existing in a network? even its not going to be ping then how come this IP as useful
?

Please anyone, I am not offend you, I just wanna to know exact concept in it.

Been reading worm books? A "Dark IP" generally has no use to you and I. It can be used to monitor a large system or create a backdoor to a system. It is not a common use term except to hackers or crackers or system administrators who monitor the entire system traffic stream..
Dark IP address is space that is globally routable, but currently there are no computers in this network.

What is a "dark IP" I am a certified Network tech and have never heard of this.
