I find it difficult to tell too. I even find it difficult to tell between some Africans and white peoples too.
I would say it's normal not to be able to tell where everyone comes from.

Cambodians normally have darker skin but in general, it's very hard to tell Southeast Asian people apart. The same can be said about Germans, Norwegians, Swedes... and Mexicans, Guatemalans, Bolivians...

I am not Asian but sometimes I can tell if someone is Vietnamese, Cambodian, etc. by his or her name.

I can't tell them apart too eventhough I have stayed in Malaysia for years and have been to many SEA countries. The best thing is to ask them directly where they come from.
