How is "be sure to" different from "make sure to" ?
Are they the same meaning?

If it is both imperative then there is no difference, it just a matter of expression, though it should be said: ''Make sure (that)...''
''Make sure'' is only used as imperative, and be sure is common use in other situations.

To be sure means without doubt; surely; certainly,admittedly: Ex: She sings well, to be sure, but she can't act.
Make sure means to be or become absolutely certain:
Ex: He asked me to make sure that I turned off the stove

Essentially the same meaning. But I think make sure that..., would be preferred to make sure to...
