I don't think it is the provider. It is probably a virus. Install an antivirus program immediately. I recommend the free AVG anti-virus. Get it from http://free.grisoft.com/doc/5390/lng/us/tpl/v5#avg-anti-virus-free.

I would say you have a hacker at work if your computer is operating it'self.
Shut down your computer and reboot into safe mode by hitting the f8 key before the welcome screen, you may nead to do this a couple of times to get it right.
Once in safe mode, goto
http://www.microsoft.com
and navigate to the security site and run a malicious software removal tool through your system, This will get rid of the nasties that the hacker has put on your system,
Update your anti virus and anti spy ware and run scans on your system to get rid of anything still lurking, then goto your control panel and click on fire wall and make sure it is on,
go back to your control panel and click on security center and make sure all the settings on all the tabs are set to default.
Back out of the control panel and click start, all programs, accessories, system tools, system restore.
turn off system restore, some times nasties attach themslves to restore points and hide un noticed by even the cleverest software.
turning off system restore erases all the restore points so erasing the nasties.
when it asks to shut your computer down just click no.
next go back to system restore and turn it back on and create a custom restore point, now reboot your computer into normal mode, your problem should be fixed, keep an eye on any thing trying to change your security settings or your firewall.
Using a good antispyware that is running all the time in the background, you should be allerted to anything that is trying to make unauthorised changes to your computer.

Internet provider basically do not do such things. But they can watch what you are browsing,sending or receiving.
At home or offices we use Security Guard for the protection. In the same way Security/Anti virus/Spy ware protect our computer from Hackers.
First check if you have computer security soft installed or not? then always use password to log in computer. Try to run Spy ware or ad ware soft. And finally you can do system restore and see if it helps you or not which safe and secure.

System Tools
System Restore
Follow the screen guidance and choose the date when computer was working fine.

ya but if you have shared a folder then some isp provider can see that file , this expiernce had happen in my office i was accessing other company data frm my computer only .
but you can lock this that setting permission
