To legalize a document requires the action of a person qualified under the law to do so, like a judges approval of a name change!

A notary has a limited role of certifying that a copy is true, or the signature is of the person who signed it. They in no way make any Legalizing it other than for purposes of use!

Notarizing a document means you are guaranteeing that you have witnessed the person signing the document.
