in Ecruteak City you must fight and defeat the 5 dancers in the Ecruteak Dance Theater and after talked to guy next to the ryhorn and he will give you surf.

the dance studio is right next to the Poke Mart in Ecruteak City and you must have the Fog Badge or the 4th badge to use it outside of battle.
