I know that there have been a lot of skirmishes, and overthrowings, but Iraq was the first time I can recall that the US actually instigated the declaration of war. By the way, I thought that the USA finished wars, and didn't start them...Hmm...

I'm guessing Grenada, not that that was much of a fight.

Two things; how do you define declaration of war and only Congress can declare war. Is a declaration of war a written law that says "we(U.S.) are at war with your country until the finish" or we(congress) authorise the use of military force against your country until you desist or we get tired of it and go home. The last real declaration was Dec. 10, 1941 when the Congress declared war on Germany two days after declaring war on Japan. Since then Congress has adopted treaties that have had provisions that call for military action if an ally is attacked; Korea, Vietnam, Kuwait. Operations have been allowed due to International Law; Grenada, Panama, the Mayaguez incident, Iranian hostage crisis. Operations have been approved by the United Nations; Yugoslavia, Lebanon (in the 50s), Korea. Long term treaty obligations; Cuban blockade (Monroe Doctrine), El Salvador, Nicaragua. Presidential perogative; Haiti (Clinton), Bay of Pigs (Kennedy), Grenada (Reagan), Desert One (Carter), Lebanon (80s) Reagan, Sudan (Clinton), Afghanistan (Clinton), Iraq (Clinton), Libya (Reagan), Cyprus (Johnson), more later

We never declared war in Iraq. Congress has not declared war since World War II! During a short period we declared war on several countries. In actuality, Germany declared war on us before we declared it on them. Japan was the first after Pearl Harbor!

All wars come to some sort of conclusion! My issue is why they were started!

I can't believe it. I guess this is what we have to deal with on here. 2 thumbs-down for having the correct answer!! Some real smart people out there!

Considering some Americans' obsession with insulting France, perhaps the question should be: when was the last time the United States won a war on its own?

That would have been in 1812, unless I'm mistaken.
