your cd-rom is probably just corrupted, i have a old computer and a new one my new vista doesnt read a few disks either cuz the disc is wrote to fast or to slow, but i usually swap them and my old cd-rom reads discs on my new computer.. sometimes u have to replace them.. or other times they just need to be cleaned, u can get a laser cleaner at wallmart for like 9 bux or a new cd-rom for like 20 to 50... but dont mess up and get a dvd-rom.. unless u want to burn dvd's of course
... most will be compatiable
but.. did u try going to the start menu > control panel > hardware/printers > Device Manager > then check to see if it is operating properly if you have downloaded a update for it that could also be the problem or u might need a update...

Are we talking about a floppy drive or optical drive?
If it's a floppy drive, the head could either be dirty, or going bad. They are inexpensive enough to not even warrant cleaning.
If it's an optical drive, then I'd say go out and pick up a nice laser lens cleaner (e.g. DVD lens cleaner). They tend to be made of better quality materials, and are less likely to cause further damage. Or, it could just be a dirty disc.
Another thing to make sure is that you're disc and drive are compatible. For example, if it's a CD-RW, then often times those can only be read by the drive that burned them. Or, it might be a multi-layer DVD-ROM, and you just have a standard drive. Just some blind guesses to give you ideas.

When it doesn't pop up automatically, just go into My Computer and click on it and start it manually.

Try another disk. If its a commercially bought cd and another one wont read either. reinstall your drivers for the drive or you might possibly have a bad drive. If its a disk someone burned, it might not be the right disk format or it might be a poor or a bad burn. Burned disks do not have the same reflectivity as a commercial disk

check to see if it is a damaged disc...hard dr will not read damaged ones ok...
