The founders of Rome according to Legend are Romulus and Remus. However, The founding of the Roman Republic probably didn't start until after the 1st punic war. The reason is because the Roman Republic couldn't be a Republic until it had territories to rule over. So I place the founding fathers in that time period which would be the Senate and the plebeians.

Most of this answers were correct, but it is a legend though. Ancient Rome has many periods. Are you looking at the Roman Republic or the Roman Empire? The period before the Roman Republic was of different tribes fighting against each other until they were united by the Roman tribe, supposedly overthrowing Etruscan and Greek strong holds like the West and South of Italy respectively. The Romans then appointed one of their leaders King. The Roman Republic was founded by a group of people who called themselves Senators and appointed a Consul while the Roman Empire was founded by Julius Caesar who in turn, was murdered by 50 ex-senators, so Augustus took over after the war with Marcus Anthonius and Cleopetra.
