First, It is **Chrome** or it is **Polished**
### Not Polished Chrome###
You need to determine which because what will clean one will damage the other.
DO NOT USE : steel wool, scouring pads, aluminum foil or abrasive cleaners on chrome.
To remove primer from chrome, use: lacquer thinner, or carb cleaner on a rag and follow up with chrome polish. (this stuff is flammable so don't blow yourself up)
If it is polished aluminum, use thinner or carb cleaner and follow up with Semichrome brand metal polish.

There is a more economical way to have your bike painted over chrome. A lot of Bikeworks remarks are valid, as he is quite knowledgeable. Remove everything from your frame. Take it all apart is what I mean. Bring the bare frame (and fork) to a powder coating company. Google or yellow pages. They will do the prep of the chrome plate so you aren't exposed. Media blasting works fantastic. Then they will apply electrostatic powdered paint to the frame. Next it gets baked on at appx. 350F. Most good powder coating services have a wide selection of colors and even clear coat. Yes, I have experience in having this done. It has been over 2 years on the bike -- over chrome -- and no flaking it takes bumps and no mars on the frame at all. The paint is as durable as what is on your refrigerator. It cost me $150 and darn well worth every penny.

You can use any number of products to 'soften' the paint, if that's necessary. Use it sparingly, and try to only moisten the painted areas. Then use 4-0 to 8-0 steel wool to remove the paint and polish the chrome. The bigger the number, the more of a 'polished' look you'll get. I use 8-0 to get stains and mars off of my exhaust all the time - works great, but it does tire my arm sometimes.

NOOOO DON'T USE PAINT STRIPPER !!! Laquer thinner will do or paint thinner or kerosene followed by a buff with Semi-Chrome, Mother's or Eagle Nev'r-Dull metal polish should do just fine. Is it chrome or polished aluminum rims? SOS pads will do chrome but not aluminum. BIG difference!
This will help.

If the paint/primer isn't too thick of a layer, WD-40 and steel wool will work nicely. I did this recently on an old bike.

i do agree with who ever said to use aluminum foil to clean the chrome.it does work.but as far as getting the primer off i would use gasket remover.i've used it before when taking spray paint off of things from overspray.it takes quite a bit and a little elbow grease but it works without damaging your chrome.you can pick some up at autozone or probally even wal-mart.

If it is a wire spoked steel wheel you can clean the chrome with #4 (0000) steel wool and it will not scratch the chrome. I have used this many times to remove rust and it always worked.

Believe it or not, tin foil cleans chrome. Take the paint off with some mineral spirits or thinner, then scrub the chrome shiney with wadded tin foil. I clean all the chrome in my house with it.

is it Chrome or Aluminum? A can of brake cleaner takes paint off, use a rag, dont spray it directly!
