LOL. No, its like learning surgery over the internet. Go to the DMV and she'll take a test and if she passes, she'll get her permit. They ask her questions like "What should you do if your on perscription drugs?" or like "What to do if the roads are slippery." Just make her study a Driving booklet and make her study ROAD SIGNS because they will definatly test her on that. Your in Cali so Im not sure how it is there but thats how it usually goes. Ask her if she has a Drivers Ed class in school and itll be easier for her to get her permit. Good luck.
