Your fish will be happier and healthier if you could provide dissolved oxygen in the water. Of course the urgency of an air pump will depend on how many fish and how big of fish, how large the opening at the top of the tank, and whether or not you have plants in addition to the fish, but...
sooner or later fish waste will break down causing depletion of oxygen in the tank. Should the oxygen levels become too low you could start to get reducing conditions in the tank which is both smelly and will cause the fish to suffocate. The dissolved oxygen your air pump provides will help cause most of the fish waste to break down to carbon dioxide and water.
So, speaking for your fish, we'll love you for the air you provide.

The air pump is optional, all it does is create bubbles with excess oxygen for your fish since they have to get their oxygen from the water. That's also a good reason why goldfish bowls are inneffective in trying to raise a goldfish, the water doesn't circulate so there isn't much new oxygen replacing the carbon dioxide coming from the fish.

If the water quality and temperature is fine, and the fish are showing no signs of distress, then you don't need it. Healthy water conditions provide plenty of oxygen for your fish. This includes proper filtration and water temperature. Be aware that the warmer the water the less oxygen it can hold so that might factor in but if you see no signs of distress from your fish and the water quality tests OK, then don't worry about it.

Air stones and pumps provide no oxygen or should I say Dissolved Oxygen to the tank. Dissolved oxygen only enters the water by means of air moving across water. i.e. waves, wind, fountains, waterfalls filters etc. bubbles just float to the surface and no oxygen is absorbed by the water.
Really they are decoration only. You do not NEED one.

It's not nescessary, however i would recommend it.
I bought my two fish an air pump and they seem to be happier!
