It depends. If that person threatens you it would be a lot easier if you wanted to prosecute him. I really don't know how you can press charges on a cyberstalker if they are in cyberland.

Countries already have laws providing penalties for persons who hack or intrude into the websites of others. Laws vary depending upon the provisions passed by the legislative bodies of each country providing for the illegal acts and corresponding penalties.

Yes there are laws against it, also agains phonestalking. Any kind of stalking is iligal.
