The air handler is the indoor unit. The airflow around the outside unit is essential for removing the heat from your home. You will want a minimum of 6 inches on any one side, but 18 inches is more desirable. Two outdoor units can be placed closer, depending on where the outdoor coil is located. You will want to have room to service the equipment and have room for proper air flow. The spec's for the specific outdoor unit will tell you the minimum clearance. A good rule of thumb, if you can sit down between the units, you have enough room.
