Go to the library and ask to see "The Writer's Market". It's a publication that tells you where you can send manuscripts. One caveat though, it's fashionable for the publishers to look for people with education degrees to write childrens books.

you can write them, if you can then simply write it, then you have to go from one publisher to another seeing if they want to print it, the likelihood is slim. but give it a shot, or you can self publish but its not cheap. then you can try to market them in toy and book stores in your area.
