I have a 32MB integrated video card, but I want to install a separate video card so I can play newer games. Will the 32MB of RAM be freed up so that the computer doesn't use it for the integrated video card?

No. That RAM is for video only.

YES! Once you plug in a video card on the AGP slot, BIOS will detect it, will disable integrated graphics and will NOT allocate system RAM to it. So, you will effectively recover the 32Mb to system RAM.
