I doubt it, unless you are converting from English to metric. The English measurement system is based on non-metric units (not 10ths, but 3rds, 12ths, 4ths and 16ths). (1/3 yard = 1 foot : 1/12 foot = 1 inch, then inches are divided into 1/2, 1/4, 1/8, 1/16, etc). If you are trying to convert decimeters to inches, there are just under 4 inches in one decimeter, (or my interpretation of your "measurement in inches the same as tenths").

Is inches the same as tenths - that has to be one of the weirdest questions I've seen in a while.
A tenth is a fraction - one tenth of a thing.
One tenth of a dime is a penny, one tenth of a dollar is a dime, one tenth of a pizza is a small slice.
One tenth of an inch is a tenth of an inch.
Now if you mean is a measurement in inches the same as in metric, the answer is no.

10 tenths = 1 inch.
10 tenths = 1 of anything for that mater when you don't give the unit the tenths are expressed in.
