It was begun by Agrippa in 27 BC., probably as a rectangular building, and completely rebuilt by Hadrian in a circular form around 120 AD.

The architect of the Pantheon is unknown, but it was built during the time the Emperor Hadrian.

You aren't the only one who'd like to know that. It is lost to history at this point. Some think Apollodorus of Damascus was primarily involved but there is no proof.
