That is messenger pop up, they are really annoying and you don't actually have any errors. It's just an advertisment.
Here is how to disable messenger pop ups for good if you have windows XP: (It sounds like you got part way, but you need to set the startup type to Manual or Disable after you stop messenger)
Go to 'Start'
Then 'Control Panel'
Then double click on 'Administrative Tools'
Then double click on 'Services'
Double-click on 'Messenger'
Then click on 'Stop'
Set the Startup Type to 'Manual' or 'Disable'
Click on 'OK'
Then the pop-up spam will be blocked. :)

If you dont use the messenger service you can set it to manual, however you should consider installing firewall software or using a hardware firewall/router which will block incoming packets from the internet.
The problem is a primitive ad method which is less common now due to firewalling etc.
If you have Windows Firewall ensure it is on, and look at make sure that theres no exception for the messenger service.
Basically somone on the internet is sending you a "net send" :)

Are these pop-ups coming from Messenger Service? If yes
- Click Start and then click Control Panel.
- Click Performance and Maintenance. (If you do not see the Performance and Maintenance icon, you may be using Classic View. You can skip to step 3 below, but you must double-click Administrative Tools.)
- Click Administrative Tools
- Double-click Services as shown in Figure 1 above..
- Double-click Messenger.
- In the Startup type list, choose Disabled
