I have been told that adding Java moss to a tank is inviting my fish to breed... is that true?

Fish will breed when they feel like it I can see how some would say that if you have fish that scatter eggs like neon's but this would only be because they can see the eggs and chances of hatching are increased by the fact the plant will protect the eggs and fry.

It is usually recommended to have either peat or java moss as a substrate as it will help to hide the eggs from the parents.

This class of fish includes most of the fish on the planet, who are egg scatterers. For this type of breeding the most important thing is a watchful eye, as these fish almost without fail will devour any eggs that they see. Frankly this category should be split up at least 3 ways. Rainbowfish, Killifish, and then the Tetras & Barbs.

some breeds look for places to put their eggs and java moss is high up the list. others prefer flat smooth surfaces like a chunk of slate.

java moss is good for fry to hang out in so mom and dad dont have them for dinner.

it also provides lots of oxygen for a tall tank or one with low filtration.

well, not exactly, fishes breed if they want to...
but java moss are excellent place for eggs and fries to hide.

No. It's a good place for fry to hide, and some fish will lay their egg in it by preference. Other than that no it won't get them in the mood.
