BD GM, toppled with years of losing having an effect on the club atmosphere and expectations. I agree with you. Secondly, nobody ever uses the "small-market" status as an excuse when teams like the Twins, A's, Tigers, and Brewers are all of a sudden having good seasons.

Herk Robinson (1991-2000) and Allard Baird (2001-05) -- man, the Royals have had some bad GMs. The tight budget limits, after Kauffman died, constrained their flexibility, true, but these guys just didn't know what they were doing.
Dayton Moore isn't looking a lot better yet.
Royals highlight of the post-Kauffman era: finishing 3rd in 2003, David Cone winning the 1994 AL CYA, and Bob Hamelin win the 1994 AL ROY Award. When a third-place finish and Bob Hamelin are among the very best moments of the past one and a half decades, there's some truly deep troubles to be addressed.

GM's fault. There are many succesful small market teams (Twins, Brewers, Tigers). The Royals, like the Pirates, don't like to spend much. Before their signing of Gil Meche it had been a while since the Royals had spent big bucks on someone. They've had a great deal of talent throughout the years (ex. Carlos Beltran), but most have left through free agency.

They are a small market team, but even small market teams hang on to at least one stud player if they can(which the Royals haven't) with the exception of the A's but their farm system and scouting is so good they can pretty much replace their players every year, not to mention their division is always easier. Technically they could have an OF made up of Jermaine Dye, Carlos Beltran, Raul Ibanez, Johnny Damon.
Another factor that goes against the Royals is that they play a majority of their games against their division, meaning at least 18 games are played against the Cleveland Indians, Detroit Tigers, Minnesota Twins, and Chicago White Sox. That's 72 games, basically half a season against those powerhouses.

I would also agree with having a bad GM. They last won the World Series in '85,(they shouldn't have, curse you Denkinger!) They just have a horrible team with horrible moves. They look good lately, with young guys like Teahen and Gordon, DeJesus is a good CF. But there previous GMs were horrible, and this one is having to mop up.
