No, for two reasons.

1) Two modems together will not communicate.

2) The westel is a DSL modem and the comcast is a cable modem.

Probally. I think the westell modem has to have dsl connection or it doesn't want to work as a stand alone router. You can try it.

Most routers request network information from a dedicated 'internet' or 'uplink' port. Your Westell modem/router probably lacks one of these, expecting to get network information from its DSL connection.

I don't think it will work.
