To describe something is to give its physical attributes, when and how a thing is done and the stated, undiluted facts.

The work characteristics would perhaps involve the mental/abstract attributes: how hard or stressful the area is? how fast the burn outs happen? What kind of work environment surrounds the job? (There is a big difference between the Emergency Operating Room and the Reception Desk at the Marriot Hotel in Mayberry Anywhere.)

Get it?

Hope this helps.

There isn't much of a difference. The teacher probably wants you to describe what the work is about, and further details of what that work entails.
