It's in the tank. It is a difficult and very unpleasant job to do in the driveway. The mechanic I use charges less than $100.00 labor to change a fuel pump.

On a vehicle that old it will be less expensive to go to the junkyard and get a fresh road killed Taurus fuel tank for replacement. That is where you will find the fuel pump in the fuel tank. Remember to ask for a good tank with fuel pump. It will cost you considerably less to go this route.

Raise the car up on jack stands.
disconnect the battery.
drain the fuel from the tank, into gas cans. This greatly reduces the weight of the tank.

Disconnect the gas tank from a poly vinyl coupler between the filler neck and tank.
Disconnect the fuel pump electric lines towards the top of the tank/
There are two straps that hold the fuel tank in. There are two maybe four bolts and nuts that hold it in. You have to have a jack holding the tank in place while you are loosening the straps. Then drop it down and replace in reverse order.

The fuel pump is located in the fuel tank, and if you don't have the knowledge or proper tools, don't attempt it.The fuel tank should be empty, it is very heavy and hard to balance with the fuel shifting like a wave in the ocean. The pump is sold as a kit with sending unit and gasket,I found ford may have the best price if your buying shop discount, call around.Tricky when installing sending unit only goes one place, plate has alignment marks.I would get a manual.
