THe UPS communicates with teh PC so that when there is a power failure the UPS through a program can initiate a PC shutdown after a set period of time or before the UPS runs out of power

Loss of communication can be a simple as having the USB or RS232 cable unplugged fro teh PC. Or you have a problem wit hhte UPS software and need to reinstallit.

Also the UPS software can log Power failure events and other power related issues such as low voltage ect...
