Answers so far just don't explain it well enough. Regardless of war, European royal families still held a certain pomp and circumstance. The Queen (Csarina) of Russia was the niece to the King of Germany at the time of WW1. Also, the Csarina was the Great-granddaughter to the Queen of England. Certain allegiances could not be broken. Other factors such as the October Revolution and the onset of a very harsh winter withdrew Russia from the fight altogether.

WWI or WWII?

If you truly meant WWI, they didn't attack and win because the October Revolution of the Communists in 1917 happened and caused Russia to withdraw from the war, ergo the lack of a need to attack Moscow.

If you mean WWII, then they did attack, but the Russians burned Moscow to the ground and then the Germans got caugh in the harsh Russian winter. The Battle of Stalingrad shows this defeat b/c of the winter the best.

They helped Lenin return to Russia from exile, and soon after he took power promising "peace, land, and bread", the Central Powers and Russia signed the Treaty of Brest-Litovsk taking Russia out of the war on terms very favorable to Germany. That allowed Germany to shift all its attention to the western front, where they (unsuccessfully) attempted in 1918 to overrun France before the Americans could turn the tide.

By this time, they were fighting a war on two fronts. On the Eastern front they were fighting the tremendously sized Russian army, and on the Western front they were fighting France, Britain, and later Italy and the U.S. ... Pushing that far into Russia would expend too much supplies. You have to remember, Russia is HUGE.

They needed most, if not all, of their men and material over at the western front (trying to get through before the Americans landed in significant numbers).
