Well, no one scientist discovered them. We all did when we first noticed them in the sky. Over time as we have developed better knowledge of how the moon relates to the Earth we have been able to better explain what causes the phases.

As several people have pointed out, moon phases were discovered by pre-historic people. If your question was "who was the first person to RECORD the moon phases?", then I would suggest that this person lived more than 15,000 years ago, and the record was maybe pictures on cave walls, or maybe drawings on a bone. We don't know his name.

The earliest known drawing of the Moon is in a painting by Dutch master Jan van Eyck painted nearly 600 years ago, according to scientist Scott Montgomery of Seattle, USA.

Leonardo da Vinci, 500 years ago, drew accurate studies of the Moon.

Sorry, people knew the phases of the moon long before they were writing things down.

Tycho de Brahe is a good possibility, an early astronomer.
