Right now you are going through the stage of the Ugly Duckling. I am sure that you will be an 11 or 12 in a few years.
While I am not sure of the issue of you having never gotten a hair cut, perhaps there there are other female relatives that you can talk to about how you feel. Maybe the counselor at school can help you with this issue. When you go to get your hair cut, please talk to the beautician and she can help you with getting your eyebrows plucked properly.
Perhaps your mother is just afraid of you growing up to fast. My oldest daughter (now 26 and in the Air Force) always wanted to be older than she actually was at the time. If she was 10, she wanted to be 12. I kept telling her to enjoy being a kid - because once you grow up, then you can never go back to being a kid again!!! Now these many years later she finally has told me that I was right.
I don't know if you have seen the movie "13 going on 30" or not - but please rent it ( if it is OK with your parents) and see what the movie is about.
The movie says to me that life is short and you need to enjoy the time that you are at right now. IT WILL EVENTUALLY PASS!!!!
In the mean time, put a smile on your face, and figure out what you are good at and try to enjoy you life.

Beauty comes from the inside out! =)
I'm 27 and was not deemed good looking buy my peers when I went thru school. But now I know that had nothing to do with my looks......
Personality and confidence are what people really see (whether they want to or not). Think about someone who is really popular but not necessarily "good looking". They do exist....
Forget about your hair and eyebrows, work on your confidence first. Work on feeling good about yourself, if you can do that by the time your mum lets you cut your hair then I bet you go to a 12 ;)
At 13 you feel grown up...
At 18 you will think 13 yo's are only kids...
and at 27 you will have a great laugh at how petty things seemed so big.
School can be trying, but you will make it. Promise!

Not everyone can be a 10. And to answer your questions, I think that eyebrows can make a huge difference in how a woman's face looks and a haircut can help too. You're still very young, and you shouldn't worry so much. Your looks will change over the years and you'll learn to accentuate your better features.

I am an 8th Grader and I am a girl by the way. If you look like you do in your picture, I'd give you a 9. Green eyes are beautiful. I have never done my eyebrows either, my mom is convinced that plucking or waxing them will cause a uni-brow=\
Beauty if in the eye of the beholder. Meaning: everyone has a different idea of beauty.
Don't be depressed over it, there is so much more then beauty in a person. Beauty comes in all different forms. And if it is guys that you are worried about, no guy is worth your time if he judges you by how you look instead of your personality.

A haircut and a good tweeze (or better, a wax) does wonders! Don't feel depressed!! Think how depressing it must be to be ugly and not be able to do anything about it...not helping? Sorry. Get a fantastic haircut and get someone to show you how to tweeze your eyebrows and apply makeup subtlely, and that will change everything. Good luck!!

In my opinion no one is ugly! And yes a new haircut and having your eyebrows done can improve your looks a lot! Ask your Mom to get your haircut and your eyebrows and explain to her how you feel about your self and hopefully she will understand how important self esteem is.

IMO... your mom is a B I T C H for not leting you cut your hair. its your body. and the thing is people dont understand is that its not whats on the out side its whats on the inside that counts.
Just if you really want a hair cut just do it... then your mom wont have a say b/c its already done. and get one of your friends to do your eye brows.
And all ways reamber this Be your self , Not some one else

its tough being 13 and in the 8th grade. i was in your shoes once with a lot of insecurties. when i got older i wished i had told a couple of ppl to kiss my as$.
a haircut and getting your eyebrows done will change the outside, but is it gonna change the person inside.

You shouldn't worry about what other people think of you. Looks aren't everything but I know at 13 they're important to you. You need to work on your self-esteem. If the haircut is that important to you try talking to your mom to see if she'll consider letting you get it cut sooner. Cheer up.
