A great deal of 80's music can be attributed to what we called the "Second British Invasion". There were so many one-hit wonder bands from the UK that it was really hard to keep up with them all. And they all kind of sounded the same. Bands like Dire Straights and The Police were different than the norm and have stood the test of time.
The music was mainly influenced by the boom in technology of the 70's. Synthesizers started to be able to do incredible things with the voice and electronic music was just coming into fashion.
Videos were just hitting the scene so bands thought the more wild and outrageous their videos were, the more airplay they'd get. It worked.

New wave music? punk rock in the late 70s, art rock in the early 70s and pop music that carried over.

Music video carried over from the 70s. Australia was in the forefront of putting music videos out because a lot of bands didn't tour there.

Disco carried over into the early 80s. Metal carried over from the late 70s with what was going on in the UK.

Which part - New Wave or Hair Metal?

Hair Metal was all about having fun - sex, drugs and rock n' roll.

New Wave was about freedom of expression and non-conformitism (is that a word?)
