Which way do you put it - when you replace the roll?
It goes over the top at my house!

It does not matter to me which way it goes. Just so long as who ever uses it last remembers to replace the roll with a fresh one after they have used up the last roll. Up or under, does not matter to me; either way it still will be torn off the roll and used for sanitary purposes.
