Does the USPS flatrate box itself cost money? It says $8.95... does that include shipping?

The box doesn't cost anything. Put anything inside and it ships for $8.95. No matter the weight.

The box itself is free, you can have a billion of them for nothing... when you put something in it and take it to the post office, it THEN costs $8.95 to mail whatever is in the box. They call it flat rate because whatever you can fit it the box can be mailed for $8.95, regardless of the weight (it can weigh 2 lbs or it can weigh 22 lbs - same charge for mailing.)
