I mean time of day- when there's least amount of people there...a park district public pool

Some pools have adult only hours, those are always quiet.

Pools in my area call a "break" every hour during which the kids have to leave the pool. It's way more calm then too.

If you can't go during adult only hours, if you go right when the pool opens or right when it closes, it'll be the calmest. No guarentees that it'll be as calm as you'd like it, though!

When it's quiet! That way, you get better use of the pool than when it's busy. But it depends what you prefer yourself.

When the children are in school... I would guess 11am to 2 pm.
