she got a bad review but no complete write ups but one. is it illegal to demote her from assistant back to associate?

Nope.

Write ups are different than a job performance review.

Write ups mean you violated company policy, you can be fired for getting to many.

The performance review, is just that, they look at how well you did your job.

Since she was given a bad performance review, they obviously felt she was not performing well as Asst Manager and needed more time to learn the job as an associate.

No, that is not illegal at all. The company does not have to give a reason for the demotion either.

If she is working in the private sector and is not being discriminated against, she likely wouldn't have much recourse. An employer can demote or fire an employee on a whim.
