The answer from tentofield is correct except for one minor fact. The NWS only submit replacement names for only the region where they are responsible for. The WMO collects all the suggested names from each region and will use them if names are needed on the current regional list.

scientist at the hurricane detection center make up a list of names before the hurricane season and they don't use names of famous hurricanes again. Like katrina or andrew

Lists of names for hurricanes, typhoons and tropical cyclones around the world are compiled by national weather services and sent to the World Meteorological Organisation for approval. Each hurricane/typhoon/tropical cyclone warning centre has its list of names.
If a storm develops, the centre with responsibility for that area of the ocean names it. If you want to see the lists for the next few years worldwide, look here

i think the national weather service creates them
they update the list every 7 years, and if there is a major storm like Katrina they do not put it back on the list
if there are more than 26 storms in 7 years they go through the Greek alphabet
